Hmm. I'd normally rather have Sphinx-Bone Wand, but I guess the difference between 3 and 7 mana is worth something.

It's a pretty big difference. This is "Enchantment: All your spells also ping an opponent for one" which is a nice effect for red.

­Guttersnipe already does this, but better - but also easier to remove. Pyromancer's Swath lets it increase damage to creatures; but adds a downside. There's probably other examples; {3} seems about the right cost for this.

Good point, Guttersnipe is the best comparison. Gelectrode is the other that springs to mind, which is just 1 damage but can hit creatures too. This would probably be fine if it could hit a creature, but it's okay as is.
