It's like a white... punisher... Standstill... Thoughtseize... something. I don't know. I've never seen a card like this before so I can't judge the power levels. Alex?
Playtest results: So... this is powerful. Like, really powerful. It's not even subtle. the strength lies in the fact that it comes down turn ONE and lasts FOREVER. Control decks will run four of these and make life a living hell for the other guy.
Thinking of making this
and making (((Warp Gate))) the W, maybe adding another psi counter to it.

This doesn't really create any tension. If I'm already winning, I'll just not cast the spell you killed, and if you are winning, or it's about equal, or you turned it around, I cast the spell, and all you really managed to do is get a severely delayed Divination with a discount of 1.
To add more tension, this needs something else. Also, draw isn't white, but that can be excused because "I have answers to your stuff but my answer has an answer" is definitely white. Throw 'gain 5 life' in the mix? Giving you some cards AND some life to survive to cast them could be cool.
It's white for two reasons, actually - First, like you said, it's a "soft answer" similar to Oblivion Ring. second, it's a "taxer" or "punisher" card, one that I actually patterned after a soft Meddling Mage + Standstill.
It may not look good on paper, but two cards for
is pretty strong, actually, and I'm never unsatisfied to draw this card. :) Imagine the PvZ game where you throw this turn 2 on an empty board and name Hydralisk. As Zerg, there's no freaking way I'd cast the hydra to give you two cards, I'd rather wait till turn three and use a different attacker.
I understand your point, though, a harder lock can be argued for at the cost of

Simpler? I dunno. Very real possibility of creating a hard lock. For testing.
Random cards are kind of annoying to play with - this would likely require laying cards face down on board, then rolling a dice to determine which one to "discard".
I would (instead) consider combining Blackmail with the already present Vendilion Clique influence.

removed "at random", increased toughness from 2 to 3.

Random is fine, I just shuffle my hand and ask another player to choose one face down. But you're right, it doesn't need the additional complexity. Changed it. No need for the multiple cards. Good suggestion.
Your comment about Clique also made me realize that I can use it on my own hand. Testing it now as a pseudolooter. Still interesting, and becomes much scarier at late game when it starts pointing to you.
