Creatures with candidate counters can't attack.
At the beginning of each player's upkeep, that player may tap any number of untapped citizens they control and put that many +1/+1 counters on a creature they control with a candidate counter.
When this festivity leaves the battlefield, remove all counters from each creature with a candidate counter except those with the greatest or tied for the greatest power. Remove all candidate counters from all creatures.
