yeah right... oO one more mana i get it for all creatures... not just red. that card has not even 20% effectivity at 66% manacost. sounds good to me for uncommon.

I agree with n3v3r here. S/he's referring to Fervor. So I think this is fine.

Fair question as to whether this is useful enough to need to be uncommon rather than rare, mind you. (Then again, not playing red and seeing this in a rare slot would be a bit sucky.) And whether "all creatures" and "Hey, I'm playing a red haste deck, all my creatures are going to be red anyway, free discount!" is sufficient difference...

But I don't have any fundamental problem with this. Seems fine as it is.

Actually, this seems like cycle territory to me. Blue creatures get flying, white creatures get first strike, etc. Without it, I do kind of ask "Why?". But I'm pretty sure there's another group of people who would respond "Because they are red. Duh!"

I think this could be common if it only affected one creature a turn (eg. Strider Harness). I think the reason these spells tend to be rare is if they combo with "put lots of creates into play" effects.

So I'd suggest this could easily be:

  • a common that effects only one creature a turn
  • an uncommon that affects one or two, or is slightly overcosted
  • a rare that costs R (Mass Hysteria)
  • an uncommon or rare that gives haste plus something else (+1/+0?)

The last sounds most interesting, but I think any would be fine.
