If this wording doesn't work, please let me know.

The intention is to get up to one one-cost, two-cost, and three-cost creature cards to your hand when this enters. If you only have one and two drop creatures but no three, you'd still get a one and two to your hand.

You didn't quite manage to type out "up to one". So that's where the issues with this wording start.

You could easily riff on Gruesome Menagerie's wording:

"When this creature enters, choose a creature card with mana value 1 in your graveyard, then do the same for creature cards with mana value 2 and 3. Return those cards to your hand."
