Is a worse version of another card in your set, Arrow of Justice.
Is there significant design space overlap- yes.
Is Arrow of Justice better and this subsequently worse? That is a different question.
Arrow of Justice is an instant which is better, but has two white mana in its cost. Additionally, Arrow of Justice has a more limited scope, being only able to hit attacking creatures. Droning Follow-Through can hit any tapped creature, even though it can only be used at sorcery speed.
I'll admit that Arrow of Justice was designed to be the more versatile of two where I probably intended Droning Follow Through to be played more with other cards in the doom metal faction.
It's also two very similar uncommons. Is that what you plan on using these slots for.
Also I fail to comprehend the flavor text.
