Unsure how to word the ability. In the simplest concept, it's "Creatures you don't control that enter the battlefield this turn lose all abilities until next turn."
The wording should work so that "enter the battlefield" abilities of that creature don't trigger from it entering. Also, any keyword, other static abilities, other triggered abilities, and activated abilities should also be lost.
Oh god, what is that mana cost
So if you attack with a Runeclaw Bear, Merfolk Looter and this, you could destroy up to one permanent with a mana value of 2 and up to one permanent with a mana value of 8.
Oh no, don't make another Selvala. Don't draw cards as part of the cost, because then you can't rewind the game state. Make it cost and have the rest happen on resolution
An opponent may choose a creature card that you already chose.
Yes, this intentionally lets you swap out counters on opponents creatures. While black is the color that outright removes counters, I don't think swapping counter types is distinctly defined in the color pie, and since this can't replace those counters with -1/-1 counters, if replacing counters is undefined, this doesn't lean into distinctly black territory.
