I don't think this is fine at common. If you happen to get it through the game can becomes a bit too uncomfortable for your opponent IMO. Reminds me somewhat of Bloodshot Trainee. Actually pingers themselves that deal just 1 damage, such as Prodigal Pyromancer, are considered to be uncommon material because they can make all X/1 creatures your opponents would play defunct.

Interesting tension though; you weant to slip it through on an attack so that it becomes really good at shooting stuff, but you also want to hang back and shoot stuff.
The reminder text for renown fills the entire card though.
UEOT control creature on a common is going to be very annoying; I feel. But the effect is fine. If not untapping is intentional, I think you should reminder-text it.

Also, is it intentional that it doesn't untap the creature? That seems like an easy thing to miss - both as a designer and as a player picking this in a draft - given the precedent of these effects almost always untapping the creature.

Yeah, this is not a common.
This needs to have reminder text at common, though I'd like to cut the word count down if at all possible.
Additionally renowned 1 might be a better fit.
