Interesting observation. I’d overlooked the public exile element. Probably helps balance the card, since seeing an opponent’s entire library is (almost?) always a rare effect.
The exile zone is public, so this isn't strictly better than Diabolic Tutor. It is still basically precisely equal to Diabolic Tutor except that you can help out an ally, or pair with mill cards to get a cantrip Extract.
Air Elemental has been obsoleted a number of times; most recently by Murder of Crows, but Serra Sphinx also comes to mind. This is normally going to be better than Murder of Crows, except that you can attack with that one and still get its benefit.
What's interesting is that this is Niv-Mizzet, the Firemind, minus the red parts.
Whoa. An Air Elemental with card draw as well?
It's also a decent 4-mana tutor, of course (which goes via exile for some reason? Is the exile zone public?)
