I'm only marginally familiar with Brazilian culture and religion - what sorts of inspiration are you looking at? What sort of "feel" are you going for the world? What aspects of Brazilian religion and culture are you aiming to emphasize with the mechanics?
Out of the four you listed, the first listed (removing counters to kick a spell) seem like the most interesting gameplay-wise.

Remove counter(s) to kick a spell.
Remove counter(s) to lower the cost.
Having N counters on permanents boost the spell.
Proliferate-like mechanic.

Not sure yet, I'm still in the earliest of sketches.
I know that Bathe in Dragonfire was printed but is Flame Slash really that overwhelming?
Maybe additional life payment cost and lifelink instead of ETB lifegain?
Or "As an additional cost to cast ~, pay 1 life" and then gain on ETB? Would that be a big enough gap?
I realize this is for retaliate, but it feels a bit awkward at first glance. Maybe modify to "etb lose 1 life, ltb/death gain 4 life"? Might feel a little more black at that point. The way it's worded now, you can even cast this at 1 life and not lose due to when loss conditions are checked. Feels pretty odd to be losing 1 first without any fear of it backfiring.
I'm going to fix the skeleton and major themes before adding cards.
