Um. Generally if the spell's controller can pay for Mana Leak, the counterspell player won't bother casting Mana Leak. So the extra words here seem strangely focused on the unusual case. In other words, this will just be Mana Leak 90%+ of the time. (Well, Rune Snag.)

I'd more expect it to say "If that spell is countered this way, its controller draws a card."

That would make it a really interesting choice sometimes, yeah.

That was my intent, but I tossed this out while I was at work and not supposed to be on my phone.

I also see that my French Swype keyboard got the better of me on the title.
