As one major element of the setting, yeah, definitely. It'd combine elements of post-apocalyptic (after all, where does all the junk come from?) / wasteland / steampunk (in the cobbled-together contraptions sense).

Yeah, I like "Scrapyard world", it's similar to some of the ideas for Tesla, but a little different.

Can I check, you can scrounge when this is cast and resolved OR when its milled? I like the idea, like a cross between flashback and miracle. But I'm worried it's confusing that you can cast it and scrounge it, should that either be more obvious, or make it mill-only?

Yes, the idea is that you can cast it twice in a row if you do so immediately. That makes it a bit like kicker, in that sense. You can also cast it if it's milled or discarded. It's like a fusion of Madness, Kicker, and Miracle, I suppose.
