Yikes. Hmm. 3-then-2 mana for any instant or sorcery you like, but with a one-turn window of vulnerability. Vaguely similar to Jhoira of the Ghitu, I guess. Or things like Living Lore or Spellbinder or Galvanoth, which could cast any instant/sorcery but only if you jump through a hoop. Yeah, probably okay.
