I think this should be worded "Up to one target black creature gets +3/+3 UEOT. Up to one target nonblack creature gets -3/-3 UEOT." That accomplishes what I think is your goal of allowing this to be case when there's only one of the desired targets.
Actually, the proper template for 2 differently targeted options is "Choose one". So that would make the card read "Choose one — Target black creature get +3/+3; or target non-black creature get -3/-3."
I thought he wanted both to happen, in which case this would read "Choose one or both— Target black creature get +3/+3; and/or target non-black creature get -3/-3" with that template.
It says "or you may have [...]"
"Up to one target black..." is also an option. I'd probably write it out in two lines.
