So that's the general idea of the mechanic. You can lock down a card choice at the start of the game to make the card cheaper/more effective (similar to madness or spectacle) and if you don't (or forget to) then the card still functions but not as effectively.

Not sure on the formatting... Initially I wanted to make the parameter for the mechanic directly correlate to the casting cost increase but I can't find a way to do that automatically (as in, without manually typing the correct cost modifier in the rules text myself).

I'm also not sure if it's worth being a parameter at all. If it was not so strict as being 1-to-1 parameter to cmc then you could make the additional cost whatever you wanted. Discarding a card, paying life, saccing creatures.

It would essentially be: If you named a card, and if the named card is in the zone you want it to be in, you don't need to pay the kicker cost

Wait, wouldn't it be more straight-forward like "As an additional cost to cast ~ pay {2} unless you reveal a predicted card from your hand." Period.

Why go through the naming of cards? Just to make it so you need to have another card in hand?

What does the parameter do? It's not used in the reminder text.

What does "If ~ was precognified" mean here? I though precognifying might be being named by such an ability, but maybe its naming for it?

A weakness is that the condition becomes more trivial the more copies of the keyword you have. Another are memory issues. I'd compare these to hidden agenda cards where it's better to outright instruct writing down the names.

Mmm, yes; obviously if you have more than one of these you need to write it down. That's not a big deal.

But a mechanic to make you want to not play your non-basic lands? That's a surprisingly icky cost. Though I guess for this one you can just chump up the extra mana and reveal any old card. Why IS the second clause "if it was not" rather than "may"? Seems like it's front-loading the decision.

Dunno; feels fiddly as it is. There's certainly something to it, though.

That does work a lot better you're right. I didn't intend for it have to be cast with 2 cards in hand. That said, it doesn't work with other types of cards.

Like if we had a Lost Legacy effect that you had to choose before the game. In such a case, if you didn't precognify, you have to choose a card on cast.

I think it's supposed to be non-"basic land," which is normally written "choose a card name other than a basic land card name" to prevent this confusion

Changed precog wording. It was never supposed to only ever name lands.

Doh! That was a doozy of a wording problem. You're supposed to name a card that is not a basic land, but a nonbasic is fine. I can see how it was read as "A land card name, that is nonbasic" but you're supposed to be able to name nonlands.
