It is a simple devious card. I'm not sure how strong this is.

It lets me reword The Law as "All spells are devious".

Which would be very pleasing.

The keyword seems weak. It requires very specific card designs with limited design space and high initial complexity.

I'd like to see what you consider the most simple cards you can create with this to judge it. It certainly has a thematic allure.
