Does this exist already? I'm not sure what it should cost (or what colour it should be, does it need to be two-colour?), but it's plague-wind-plus. It wouldn't normally be worth 12 mana, but the answer to "I don't care how regeneratey, come back from the graveyard, and hexproof all your permanents are, they all go away" it may occasionally be the only answer that fits (eg. in EDH?)
